Its on the end of the dashboard between the dashboard and the door. Put a screwdriver or something similar in the slot on the cover and lever it up at the rear then pull back to get the front tabs free. Replace rear first,slide back and push to close.
There are three fuse boxes in a 1995 Aurora. The fuse for the front fog lights can be found in the engine compartment fuse box. From left to right and going from top to bottom such as if you are reading a book, the fuse for the front fog lights is the ninth fuse.
You can find the front side combination light fuse in the fuse box. The combination light fuse will be in the second column, fourth from the top.
Instead of just checking Fuse 41, Front Wipers, try replacing Fuse 15, Headlight Cleaning System! (a small red 10amp fuse). Unfortunatley it took an expensive trip to the garage for me to find out this bit of misleading info in the owners handbook.

There are 2 fuse boxes on a 1999 Saturn SL2. The fuse for the tail lights is in the Electrical fuse box under the hood. It is located on the drivers side in front of the battery.
No, The running/parking lights go the light switch, the horn is on it's own curcuit thru the fuse panel.
