Yes, you can use the effect of The Light - Hex-Sealed Fusion to Special Summon either Cyber-fusion monster. Obviously you need to have Hex and one or more Cyber Dragons on the field to use its effect. However, you cannot use Hex to Fusion Summon (using Polymerzation, Future Fusion, etc.) any of the Cyber-fusion monsters because their text states a Fusion Summon of the monster must be conducted with the correct monsters.
How do you summon a Fusion Monster if one of the Fusion Material Monsters is another Fusion Monster?
When it comes to using Fusion Monsters as Fusion Material Monsters, they are used no differently than any other monster you would use as a Fusion Material Monster.For example, in order to use Polymerization, the required Fusion Material Monsters must be present in your hand and/or field. Since Fusion Monsters cannot exist in your hand, if you needed to Fusion Summon Dragon Master Knight, you will need to have the Fusion Monster Blue-Eyes Ultimate Dragon on the field and Black Luster Solider in your hand or on the field.It should also be noted that some Fusion Monsters like Dragon Master Knight do not state that "a Fusion Summon of this monster can only be conducted with the above Fusion Material Monsters". So you can use Fusion Substitute Monsters like King of the Swamp in place of the Fusion Monster.

Yes, you can.You can special summon Synchro Monsters from the Graveyard, but they need to be properly Synchro Summoned first...Just like a Fusion monster. You see, if you properly synchro Summoned a monster and your opponent used "Lightning Vortex", you can simply use a "Monster Reborn" or any other card to recover it; since it was properly summoned. Although, if it is sent directly from your Extra Deck to the Graveyard by a card effect, you can say "bye-bye" to that card for the rest of the duel.

Some monsters say "can only be special summoned by.." and this listed method is just for the initial summon from hand, if you do this properly, you are allowed to resummon them from the graveyard with cards like Monster Reborn. However, the 'except by' monsters are different, even if you properly special summon them, you still can't revive them from the graveyard like this. Because of that, Elemental Hero fusions are not valid targets for Re-Fusion, as it does not 'Fusion Summon' them.

If the monster is a 'special summon only' monster, then it can be revived from the graveyard by cards like Monster Reborn, only if the monster was properly special summoned by the listed methods. Synchro, Ritual and Fusion monsters count, and are considered properly summoned when Synchro, Ritual or Fusion Summoned. In the case of Fusion Monsters who can't be Fusion Summoned (XYZ fusions, Gladiator Beast Gyzarus), then simply following the text is enough to count as properly summoning it. Examples of 'improperly' summoning them would by Cyber Stein, and Starlight Road, as these do not Fusion/Synchro Summon. If the monster says 'cannot be special summoned except by', then there is no possible revival from the graveyard except in the most specific circumstances (Level Modulation), and even then, it must be properly summoned first. Lastly, if the monster has neither restriction, then it does not need to be summoned properly first, these cards can be discarded and Monster Reborn'd freely.
