Not all the time. Some fusion monsters have special summoning conditions.

e.g: Elemental Hero Neos fusions can only be summoned by returning the fusion material monsters from the field to the deck.

XYZ Dragon Cannon can only be summoned by removing the fusion material monsters on the field from play
