Around 75 Spell penetration, but mainly Attack Power.
One can find guides on how to play the shaman character in PVP when one goes to the websites of arenajunkies, joystiq, skill-capped, blizzardguides, noxxic, etc.
Obviously it is. Necromancer isn't as good in pvp as evo shaman. But it's better in skills, and against monsters. It heals better, and it can solo, and evo shaman doesn't solo or heal good
If you want to engage in PVP activity in EVE Online, you should go buy a ship and join a PVP Corporation. Then you can team PVP and learn the ropes of the Arena.
if your talking about spec, in terms of dps both elemental and enhance do almost 5-6k even with the dps tax if you know what your doing. in terms of race, however, i would get a troll for pvp, a shaman for soloing and group work, if your going horde. dreanai is the only choice for shamans of the alliance
There is no pvp. They came out with pvp a few months ago and are still updating it.
I have placed a link below that should take you to a site that should be able to answer your question.

In general, you will want to gem for Spellpower/Resilience or Spellpower/Stamina in PvP. Spellpower enhances the power of your spells, and the strength of a Druid in PvP is placing HoTs which are instant cast while on the move. Resilience and Stamina will help you survive being targeted longer. Play a few games with such a setup, and feel for yourself whether you get killed too quickly, or need more healing power. Then re-adjust your gems favoring more spellpower or more resilience/stamina depending on this. Gemming may change according to your current gear level as well, so it usually pays to find a more experienced PvP resto Druid on your server and ask him/her for advice on gemming, gearing and playstyle. Check the armories of players with good PvP scores, and see how they gear and gem, or even what team combos they play (if Arena is what you are interested in).
As long as your enchanting skill is high enough to disenchant that particular piece of PVP gear, you can do it whenever you want. Just remember, the higher the gear is, the higher your enchanting skill needs to be. Also remember, some gear will not be able to be disenchanted, this includes some gear from vendors, bags, wands, gems etc.
