The answer is simple. Puberty causes sexual development. And puberty is caused by hormones. Those are your testosterone and estrogen hormones. Males and females all have testosterone and estrogen. Some more than others and some less than others. That all depends on your development while in your mother's womb. Estrogen causes females to develop breasts, and make your voice higher, and their monthly periods. Testosterone causes hair to develop in males and females. It also causes males to make their voices deeper, and help make their genitals grow. And testerone and estrogen are caused by a gland in your brain called the pituitary gland. When you hit a certain age, that's when your pituitary gland becomes active and releases these hormones to cause arousal and development. The pituitary gland also has ALOT to do with arousal along with testosterone.
