A 'public' golf course does not have "members." The word "public" implies that it is open to anyone (the general public) for play. There is no membership requirement. Only "private" golf courses can restrict their membership rolls.

Check your local golf course (Municipal or Private clubs open to public). They usually have men's and/or ladies golf club that holds regular tournaments where all members can play. For beginners I suggest finding a par 3 course that has a club. These are easier courses for beginners
There are currnetly 9 golf courses in the British Open rotation, they are The Old Course St. Andrews, Carnoustie, Muirfield, Turnberry, Royal Troon, Royal Birkdale, Royal St Georges, Royal Liverpool and Royal Lytham and St Annes.
You can get golf lessons in Virginia Beach at any golf course that is open to the public. If you are a member of a country club, you could also get lessons there.
