During the Republic the officers of state were executive officials. The legislative branch was the popular assemblies: the assembly of the solders, the assembly of the tribes and the plebeian council. The judicial branch was partly the praetor, an officer of state who was like a chief of justice, and parly the assembly of the soldiers and the assembly of the tribes which acted as courts of appeal.
