I don't know if there is any facist country in Europe, but in Asia, for example, there is North Korea. In Africa, there is Zimbabwe.
The slogan of fascist governments could be "Might makes right".

yes there are fascist government in the world
The common characteristic is dictatorship and racism.
Historically, fascist governments such as, especially, the Third Reich, have been viciously racist, totalitarian, and immensely destructive and evil. Hence, it is very insulting to be called a fascist.

The three major fascist dictatorships in Europe in the 1930s were Hitler's Nazi Germany, Mussolini's Fascist Italy, and Franco's Nationalist Spain. Other countries in Europe were not explicitly fascist, but many of them like Pilsudski's "Republic of Poland" were fascist dictatorships in all but name. Only France and Britain maintained completely anti-fascist (and non-communist) governments.
Well, some consider both totalitarian. Fascist governments tend to please their own interests for the good of the country. Communists, like Stalin, please the country for their own good. Real communism is not totalitarian.
Facisim is an idea of how governments should be run. Hitler was a fascist, but there is no one leader of facisim.
