A group cannot be a governing body. A body is an institution, not people. What there can be is a ruling class or ruling elites. During the Early Republic the patrician aristocracy monopolised the consulship (the consuls were the two annually elected heads of the Republic and the army) and the seats of the senate. This led to a 200-year Conflict of the Orders between patricians and plebeians (commoners) which led to the plebeians gaining power-sharing, access to the offices of state and the senate. In the 503 years which followed the Republic Rome was ruled by emperors who were absolute rulers.
