The safest way to wear converse boots is skinny jeans and a baggy (somewhat long) shirt. It's also good with a printed shirt, or a band shirt. You could also wear it with a plaid loose long shirt with 3/4 sleeve. If you want to wear a skirt, plaid is good and then wear plain solid color shirt perhaps a jacket that matches your outfit as well.
