The word "raided" is not the right word. Jackson entered Spanish territory because the Spanish for the most part had ceased to govern. Indians who lived in Spanish territory made raids into US territory and escaped back home with no interference from the Spanish government. Likewise the British gave arms to the Indians, organized them, and incited them to attack people on the US- and the Spanish government which was supposed neutral in the War of 1812 did nothing to stop them.
What eventually happened was that the US gained control of the Spanish territory along the gulf coast and Florida and put a stop to these problems.

general Andrew Jackson
In 1818, Andrew Jackson led U.S. forces into Florida during the Seminole War. Jackson's invasion was in response to raids and attacks on American settlements by Seminole Indians and their allies. He pursued the Seminoles into Spanish-held Florida, captured forts, and eventually took control of the territory. Jackson's actions ultimately pressured Spain to cede Florida to the United States in the Adams-OnΓs Treaty of 1819.
The Seminole Indians of Florida were defeated by Andrew Jackson.
That territory was Florida, which the Spanish were apparently unable to control.
Andrew Jackson was a member of the U.S. Senate for Tennessee, a member of the US house of representatives for Tennessee, and he was the governor of the Florida Territory. He NEVER held the office of secretary of State.
