The word "raided" is not the right word. Jackson entered Spanish territory because the Spanish for the most part had ceased to govern. Indians who lived in Spanish territory made raids into US territory and escaped back home with no interference from the Spanish government. Likewise the British gave arms to the Indians, organized them, and incited them to attack people on the US- and the Spanish government which was supposed neutral in the War of 1812 did nothing to stop them.

What eventually happened was that the US gained control of the Spanish territory along the gulf coast and Florida and put a stop to these problems.
