Democrat Samuel J. Tilden won the popular vote but fell one vote short of the 185 electoral votes need to be declared the winner. There was a dispute about the qualifications of the electors from South Carolina, Louisiana , Florida and one elector from Oregon, and the election was so close that the outcome of the election was determined by these 20 disputed electoral votes. After much arguing and debating a bi-partisan special committee of 5 congressmen, 5 senators and 5 supreme court justices was appointed to decide the disputed votes. All 20 votes were given to Republican Rutherford B. Hayes, which made him the winner by the narrowest possible margin -- 185 to 184. It is generally believed the Democrats acquiesced the victory to Hayes in exchange for the Republicans removing federal troops from the South and, thereby, ending Reconstruction. all of the above
