What would happen if a country broke international law during a time of war would depend upon the seriousness of the transgression. It would also depend on which law was broken, and what governing body was in charge of determining a penalty.

Can international laws be used in the US?

Question is much too broad and general to be responded to. Specifically, what International laws are being referred to. So-called "international laws" such as The Geneva Convention - Maritime Law - etc - etc, apply to all nations, including the US, which are signatories to those laws.
