You cannot turn an SCR off by reverse biasing the gate. Once it is on (anode to cathode), it stays on until the forward current AND the gate current drops to the required threshold level.

That said, you can pulse the anode negatively to turn an SCR off, so long as you don't exceed the reverse bias limits of the device. This is how (photographic) flash devices, for one example, can modulate the duration of the flash.

Can a person breathe without having a pulse?

It is possible to have a pulse but no breathing as in asphyxiation, but the reverse is impossible, without a pulse you basically aren't alive, that pulse is a symbol of blood pumping through your body. Good answer above. I should add that, in some subjects, that pulse may be there but not be palpable.

What is the output from an AND gate if the two inputs each carry a pulse?

The output from an AND gate is TRUE if both inputs are TRUE. If each input is given a pulse, the output will pulse, but only for the time that the two input pulses overlap each other in time. If the input pulses do not overlap, the output will do nothing. This answer assumes that the input pulses are from FALSE to TRUE and back to FALSE. In the reverse case, the output will pulse whenever either input is pulsed and, if the inputs overlap in time, the output will simply be one longer pulse.
