This would seem to be an example of a "loaded question". For while George W. Bush was declared President by the Supreme Court in 2000, it is known that he did not win the actual election.
George W. Bush defeated Vice President Al Gore in 2000. President Bush served two terms as President of the United States.
The Bush/Gore election was in 2000. Al Gore won the majority of the popular vote hands down, but with Florida having several election errors and the now infamous electronic voting and votes not being counted the electoral votes from Florida were in dispute for about an month. The Supreme Court ruled that the recount process was unfair, subsequently stopping the recount, and thus the state was awarded to the 43rd US President George W. Bush.
