The period of decline did not just follow the 96 years of the reign of the five good emperors. It followed the 200-year period of relative political stability which followed the establishment of rule b emperors by Augustus which historians call the Pax Romana.
The authority of the emperor weakened and at the height of the Crisis of the Third Century there was military anarchy and continuous civil wars. Many of the emperors were military commanders who were proclaimed by their own troops. The turnover of emperors was fast. Many of them were deposed and often murdered. Sometimes they were murdered by their troops, the very troops which had proclaimed them emperors. This made it easier for peoples who lived outside the empire to try to invade it. There were invasions both in the east and in the west and at times the army was overstretched. There was also a collapse in trade due to hyperinflation. This was due by the devaluation of the Roman coins and the minting of too many coins. After this crisis the empire recovered, but did not regain the previous levels of prosperity.
