The most striking element that the Treaty of Versailles produced was the remaking of the territorial-jurisdiction features of the maps of Europe. What emerged was a cluster of nation states. such as Poland, Czechoslovakia, Austria, Hungary, Yugoslavia, Finland, Estonia, Latvia and Lithuania. These, for the most part were carved out of the Habsburg, Romanov and Hohenzollen empires.

The Treaty of Versailles did not grant independence from Russia to any country. However, Germany had taken Lithuania, Latvia, and Estonia from Russia, and had to return them according to the terms of the Treaty.

A large chunk of Western Russia was given over to Germany in the Treaty of Brest-Litovsk. That land included today's Finland, Lithuania, Latvia, and Estonia and parts of Romania, Poland and Belarus. At the end of the war, the Versailles Treaty took all that land from Germany, restored some of it to Russia and formed the rest into new nations.
