After you've deleted the partion the space which was using by the deleted partition is unavailable for OS, it's called "unlocated space". To fix it you have to format "unlocated space". Go Start->Control Panel->Administrative Tools->Computer Management->Disk Management. Then right click on the "unlocated space", and format. After that you will get you lost space back.

To actually set up a file system and save any files to the drive, the drive needs a partition. The partition can contain all of the storage space on the drive or just some of it.
