The Israelites were enslaved under an Egyptian Pharaoh who 'knew not Joseph.' This means that a Pharaoh took over who did not remember or appreciate what Joseph did in saving Egypt from famine. This is why some suggest it was the new 'Hyksos Kings' who came from outside Egypt who enslaved the Israelites.
This new king made them serve with hard labor and also made the baby sons be killed, presumably to reduce the threat of the large numbers of men available for an army.
