You would flag an answer if it had inappropriate content in it.
You cannot flag an unanswered question on WikiAnswers. The "Flag" button is missing if the question does not have an answer.

If you flag constantly for no reason at all and ignore supervisors, it is possible.
Depending on your OS, right-click on the WikiAnswers icon on your desktop or right-click on the link to WikiAnswers from your list of favorite places, and select "Open in New Tab" from the menu. Click on that and you're good to go.

There is a link in the panel on the left side of your screen under question tools. The term "flag" is there.
WikiAnswers bots do not randomly target and flag questions; they use an algorithm to determine answers that should be flagged based on a list of inappropriate words. As with humans, bots do make mistakes, so if you come across an unwarranted flag, please remove it.
Perhaps the bots, they scan & flag anything that needs to be instantly.
