What happens after you come back from the jail and the lighthouse on ghost story island?

You can go to the prison and lighthouse in any order, but the game is set up for you to go to the lighthouse first, climb the windy stairs, and leave the thermometer. Then when you complete the prison, and travel back to the beach, you get called back to the lighthouse and see the Keeper. Once you see him, travel to the rocks and recover the locket from the wreck, then go back to see Fiona at the old house.
Note that you have to complete both the prison and the lighthouse to succeed.
