There are long standing agreements between all the states DMV's. You will be found 'guilty in absentia,' and the AL DMV will notify DE DMV of the conviction and the points will be added to your DE license.
It may largely depend upon whether you pay the Delaware ticket. If you don't pay such ticket, information will be sent to the state in which you have a drivers license, which will cause that state to suspend your license until the Delaware license is taken care of.
The speeding ticket is a separate issue. If you don't have insurance you get done for driving without insurance, speeding or not.
