Certainly. The tail is a continuation of the spine, and pulling on it could dislocate vertebrae, rip skin, or cause painful bruising. No one, adult or child, should be allowed to tug on a dog's tail, except in an emergency, to pull a dog away from a very dangerous situation. A dog may also injure itself by biting or aggressively licking its tail.

You might if you pull it hard enough. The tail is connected to their spine. If you pull it hard enough it could cause spinal damage.

If a car hits a dog and it broke its tail maybe you will have to cut it if the dog can't poo and you will have to give especial food.

Not to be rude but why are you asking? If you really need to know it depends on the nature of the dog, and weather you have met it before. If the dog is good natured it probably won't mind. If it isn't, it will snap or even bite.
