It will NOT be returned to the sender that is for sure if it does not have a correct return address on the mailed envelope and the one that it was mailed to has a incorrect address or does NOT accept the mailed envelope.
The node sends out an ARP request with the destination IP address.

The cellular event that happens by removing the nuclear envelope is cell division. Cell division happens during Prophase.
If mail arrives for you at an address where you do not live, the person who does live at that address may return it to sender, or might forward it to you if that person knows where you are, or may choose to just throw it out. Many different things happen to incorrectly addressed mail.
It will slow the delivery, as the envelope may need to be processed by hand. The sorting machines will orient the envelope so that the stamp is in the upper right corner. It will cancel the stamp and try to read the address. Since the orientation is wrong, it will probably fail and be kicked out for hand processing.
The packet (and information) will be discarded (not used).
