Depending on how this mower got out of tune is how you are going to know how to tune it back. It may be as simple as adjusting the mixture screw on your carburetor, or as difficult as filing the points (older engine) or replacing the diaphragms on the carburetor.
The fuel mixture is probably set to rich. Also, the wrong spark plug (with regard to heat range) could be in the engine. If you have an adjustable carburetor with mixture adjustment screws, try turning the screw (probably located on the bottom of the carburetor, in the middle of the bowl) inward 1/8 to 1/4 of a turn. This will lean the mixture. If you have a no-adjust carburetor, then there is not a lot you can do to change the mixture. Try using/replacing the spark plug with the correct spark plug as recommended by B&S. Good luck!
There is no aftermarket for this carburetor kit at this time. It is only available from Briggs & Stratton.
A Briggs and Stratton L head twin engine wills pit gas out of the carburetor and flood out when starting if the diaphragm has been damaged. This will cause excessive fuel to enter the carburetor.
The benefit of rebuilding a Briggs and Stratton carburetor is two-fold. The first benefit is the experience you can by doing the handy work on your own. The second benefit is that you save money on labor expenses.

No, never oil the carburetor linkage. Clean the linkage throughly with carburetor cleaner. If you oil the linkage it will become clogged with dust which the oil will attract.

Briggs and Stratton made almost exclusively four stroke engines. There is no fuel oil mixture for a four stroke engine. Are you sure you have a two stroke engine by Briggs and Stratto? rhg
