Not really. In fact, we have never been a democracy, only in theory. There is no Constitutional provision for individual members of American society to peacefully resist the system of checks and balances. If no one voted, the House would elect the President. Lord knows, we don't need THAT!
It is impossible to have a situation where there is nobody who votes. In most democracies, it is a must that the contestants also vote for themselves or for someone.
If none of the electors casts a vote, nobody receives the required 270-vote minimum, and the House of Representatives elects the President.

If no one receives a majority vote, the desicion goes to the House of Representatives.
If nobody receives a majority of the electoral votes, the US Senate elects a vice-president from among the three highest candidates.
president-elect is what you would call such a person, assuming they received a majority of the electoral vote. If nobody has an majority, I can not think of any special name for the person who received the plurality.
