Yes it is. Reflex arcs include at least two neurons. The sensory neurons taking information into the cord and motor neurons taking information out. This happens, for example, when you touch a hot object and your arm jerks away. Also there can be an addition neuron that is somewhat slower that "reports" the incident to the brain.
