If you are asking on behalf of the state, you will then give the witness immunity for his testimony. If he continues to take the 5th, he goes to jail for contempt. If he tells you about his criminal behavior, you use it to take down all his associates, friends, and partners. If he lies after immunity, he goes to jail for perjury.
