it may be fine but its more likely that the decayed tooth could cause your child no end of problems.
It may rot teeth surrounding it, It may and possibly is giving your child pain, It may effect the tooth below it and if not sorted and removed properly may even stop the tooth behind it appearing meaning a hell of a lot more dental work when they are older and wiser.
I just wouldn't chance it but my only experience is being a mum and what I have read up on the internet.

A new tooth should not affect a filled tooth. If the filled tooth is tbeing replaced it will just fall out and the new tooth takes its place. If the new tooth is adjacent to or opposite the filled tooth it has no effect.

If it is a baby tooth, then most likely. If it is a permanent tooth you should see your dentist right away.
