Most monitors will revert to a sleep mode if no signal is detected, and if not your screen saver should turn on after a few minutes to move things around on the screen so the image isn't burnt in.
Leaving it on if neither of these things happen will reduce it's life.

A computer can not turn off by itself. The monitor just turns blank it you leave it. To turn off the computer you have to prees the on button on your computer. If you press the botton on the monitor it is not turning the computer off... just the screen.

If it isn't going into "sleep" mode (in which case just move your mouse), you may have a bad capacitor or diode in the monitor.
Yes it can. If you have your monitor professionally installed you just have to turn the ignition part of your car on. If your power windows are able to roll down or you are able to turn on your lights etc then the monitor will work.
