The principle of an air conditioner is evaporation of a liquid, that results in cooling, the same way sweat evaporating off your skin causes cooling. The difference is after the liquid evaporates it is returned back into a liquid state by compression. The fins that surround the tubes that this gas/liquid travels around in, are there to transmit the cooling into the air by increasing the surface area. If you don't vacuum these fins the cooling effect of the evaporation does not reach the air, so the a.c. has to run longer to cool the room and you. If you clean them it will significantly reduce your energy costs, so do it.
If it is a 240 volt conditioner it will stop. If it is a 120 volt conditioner it will stop if it is on the leg that has been lost.
The best way is to read a technical manual under the guidance of a competent Instructor.
An air conditioner if functioning as air warmer or air chiller can be called as a type of heat pump. If an air conditioner is working as an air de-humidifier then it no more a heat pump.
A reverse cycle air conditioner work like normal air conditioners only in reverse, transferring heat into a house instead of outside of one. It is not an air conditioner at all, but a heater.
When air is cooled the water in it comes out (like mist forming on the outside of a class filled with cold coke) and this happens in the air conditioner. Normally the dripping water is drained way to the outside (or a drain) by a pipe. If the pipe gets blocked the water will overflow and the conditioner will leak water - get it serviced.

Because while your air conditioner is activated the air from outside is coming in being purified and is then released so its like a vacuum of some sort!
