So, if you failed one test but passed all the others, you should pass the course. If you only took two tests, then it would up to your professor or teacher to decide if you demonstrated enough mastery of the subject to pass the course.

If your question involves an entrance exam for a school or college, usually you need passing grades (and excellent passing grades) on all aspects of the exam in order to be admitted. Getting a 65 or above in one but failing the other could be a problem.
