In the delivery from the plant where the concrete is first mixed, the concrete needs to be lightly mixed until it arrives at the recipient's site. If the bowl on the back of the truck were not revolving, the concrete would settle out due to vibrations as the truck travelled the highways. It would need to be re-mixed before use.
And if the truck stops because of some accident, the concrete has to be removed from the bowl, otherwise it will set in position.
