Obviously, if your dog is not panting, then he is probably not over-heated or exaughtsted. Other wise, if your dog is still not panting, (for example; after a long walk or a rough play) then your dog has a sickness called "Kermia". Kermia is a sickness that makes your dog have a dry tounge. Having a dry tounge may not seem too bad, to people of course, but to dogs it can be very serious. If your dog has a dry tounge, that means his throat is dry too. The first thing to do is to calm your dog down and give him/her plenty of liquid water. Dogs pant just like how people sweat. If you don't sweat as a person, you are unhealthy in a certain way. If your dog's throat and tounge is dry, then that means all that heat that is supposed to be coming out of the dog by panting, is trapped inside the dog's chest area. The more heat they keep trapped inside their body, the harder it is for them to breath. The most common way pet owners handle this situation, is to call their local vet or animal hospital, and you must put your dog in the coolest place of the location you are at to keep the dog under certain temperature.
