If you don't sweat as a person, you are unhealthy in a certain way. If your dog's throat and tounge is dry, then that means all that heat that is supposed to be coming out of the dog by panting, is trapped inside the dog's chest area. The more heat they keep trapped inside their body, the harder it is for them to breath. The most common way pet owners handle this situation, is to call their local vet or animal hospital, and you must put your dog in the coolest place of the location you are at to keep the dog under certain temperature.
