Reformatting a disk means recreating the header information on the disk. This causes all references to files on the disk to be lost. This does NOT mean that the information is gone, only that it is more difficult to access. If you want to remove data from a disk permanently, there are any number of free erase utilities that will do a far better job than simply reformatting.

If you use the "quick format" procedure, the data itself is still physically on the disk - only the File Table is reset to show the disk to be newly formatted and empty. Even a full format will not necessarily destroy the data, as some file recovery utilities can detect magnetic patterns on the media from weakly deleted files. The only method to securely eradicate the data is to use a utility that redundantly overwrites the data with other data (usually overwrites every byte with a zero value byte). A good such utility will allow you to select the number of times the data is overwritten, and the method used to do so.
