Births during waning moon are considered inauspicious in Astrology, and moon turns malefic (malignant, evil) when waning, so effects of birth during malefic moon will be similar to any afflictions (damages) to any other planets.
For example, if moon is in trine to Jupiter and waxing at the time of birth, the individual will presumably be happy and prosperous. That's because moon was in a good shape at the time of your birth.
If moon is in square to Saturn and waning, the individual will have much trouble throughout his life and will be sickly, unfortunate, malicious, will lose his family members, have poor grades, lose job, be depressed etc. That's because moon was in a bad astrological state during your birth.
Waxing moon damaged by square to Saturn will bring mixed results. The same if the moon was waning during your birth, but had fortunate aspects (trine to Jupiter, sextile to venus etc.).

From Last Quarter to the next New Moon it is a WANING CRESCENT Moon. In very clear weather you will see the waning crescent Moon, with the 'ghost' of the Moon's full circle.
