An Intake manifold for an engine is torqued to specifications that guarantee there are no leaks of vacuum, oil, or water from being ingested into the engine.

The seal on the intake manifold is critical to the eventual operation of the engine and it's correct mixture.

That being said, the torque or just the tightness needs to be sufficient for a seal and may function well if it is sealed even if it is not torqued, but it is not recommended.

As a side note, many torque values on cars are given because they had to specify something, not necessarily because it is 'critical'.
