Eventually the salt/sugar will disolve.
so i advise you to use hot water so it will disolve quicker.

Both substances will raise the temperature at witch water boils. NaCl will have a large impact per pound as it is ionic in nature and dissociates (splits up) to form two separate particles (ions). The more particles, the higher the boiling point elevation. CaCl2 will have an even larger effect than NaCl, as it makes three particles (ions).
