well, there are several ways to tell. My personal favorite method is to fish a noodle out of the pot with a spoon, blow on it (you could run cold water over it, but that's up to you), and eat it. Knowing whether a noodle is done or not is an opinion. Some people like a little toughness to their noodles, so they don't cook them as long, and some people like them a little squishier, so they leave them in for longer.
Another method, and this works for spaghetti only (maybe fettuccine and other "strand-like" noodles) is the famous method of taking out a noodle and throwing it against the wall. If it sticks to the wall, that means the starch has been drawn out of it, making it sticky, so it's done. If it doesn't stick, then the starch is still in there and needs to be boiled out.
Again, it all comes down to preference in the end. I'd go with the eating method.
