All other places move more slowly and to find the speed at any point you have to multiply 40,000 kph by the cosine of the latitude, for example at a latitude of 60 degrees the speed is only 20,000 kph. Because of this, any piece of atmosphere that has a tendency to move north under pressure forces will bend to the right as the ground underneath it moves more and more slowly, which is why a high-pressure area (cyclone) causes a clockwise rotation of air. Another explanation of this effect is the Coriolis force.
