No species of snail is able to 'leave' its shell. The shell is connected to the snail like a permanent tooth. If it were to leave its shell it would die. so unfortunately the snail probably died, or was eaten by a predator.
If you have a pet snail, find were your critter is, then, ever so gently, pick him up by his shell then he may emerge from his shell. Remember to wash your hands before and after picking up your snail.

The only way I know of is to strip down the tank, sterilise everything and replace everything that can not be sterilised. A method of keeping snails under control is to have Clown Loaches or Puffer fish in the tank. They will seek out and eat the snails.

Unfortunately, it is a myth that turtles and tortoises can leave or change their shells. The shell is actually a hard, protective covering over the turtle or tortoise's ribs. So if you find an empty tortoise shell that means that that tortoise has died and decomposed.
