The water cycle is partially dependant on evaporation, not the boiling point. Water evaporates into the atmosphere at temperatures much lower than its boiling point. Higher temperatures cause the water molecules to break free of the water's surface easier, but so do decreases in atmospheric pressure and humidity.
Water evaporates at almost any temperature. However, at higher temperatures, the vapor pressure is higher. It is said to be boiling when the vapor pressure is equal to the atmospheric pressure.

At the boiling point, molecules begin to move from a liquid to a gaseous state. For individual molecules, this process (evaporation) can occur at temperatures lower than boiling.*There is still additional energy required (called the heat of enthalpy) and there must be a nucleation point from which the molecules move. Lacking these, water can reach temperatures higher than the boiling point without becoming a gas.
