Assuming the baby actually lives to be born - which it may not, if the mother is using - it may be born deformed or retarded. It may be premature and not be able to survive, or only able to survive with many years of special care. It will probably be born addicted to whatever the mother was using and go through withdrawal - which might kill the baby. The baby will also be more likely to die later of Sudden Infant Death Syndrome (SIDS) than a normal baby would be.

If you mean legally, the mother can be arrested for child endangerment, abuse, and neglect, and the baby taken away and given to a foster family.
