The vehicle speed signal comes from the transmission output speed sensor.
It does not have a cable. The speed signal comes from the trasnmission output speed sensor.

The speed sensor screws into the side of the trans/axle on earlier Intrepid models, I would assume it's still there on a 99..... Yeah, I found the speed sensor, it was located on the back of transmission. Had little difficulty accessing it, but once replaced it, it fixed the problem.

One of the pig tail for the speed sensor has a crack in it and/or not grounded
Idle speed is computer controlled and is not adjustable. If the speed is incorrect you could have a sensor or actuator malfunction. Other causes include a vacuum leak.
speed sensor is on the transmission use a 1 inch wrench and it is the rear one closest to the rear bumper the switch is plastic and cost about 20 from the dealer is car staying in second gear and speedometer not working? this is what happens when speed sensor is bad should take about 10 minutes to change including time to jack up front end
