Galaxy-Eyes Tachyon Dragon has an Ignition Effect that negates the effects of all other monsters and resets their ATK and DEF to their Original values. It also has a continuous effect that grants an ATK boost and a bonus ATK for each card effect the opponent activates during the battle phase after it activates 'its effect'. The effect it refers to is its Ignition Effect.So if in your turn you detach an XYZ material and have Galaxy-Eyes Tachyon Dragon negate all other monster effects, then in the battle phase of that turn, if the opponent activates a card effect, then Galaxy-Eyes Tachyon Dragon gains 1000ATK and an extra attack each time they do so.
Token monsters cease to exist the moment they leave the field. So at the end of the battle phase, only Galaxy-Eyes Photon Dragon will return.

If an XYZ monster leaves the field, even temporarily, any of its materials will be sent to the graveyard.
Galaxy-Eyes Photon Dragon will more than likely be destroyed, as it has a lower ATK. GEPD has an effect that can banish itself and whatever it battles with. However this effect targets the opposing monster, and Obelisk cannot be targeted. Therefore this effect cannot be used and GEPD will die unless something else is used.
