Well, the other child often grows up confused and with a lack of understanding over the relationship with this mother. More important than 'what' is why.
The parent who shows more love to one child over another does so because of vanity. She pays more attention to the child which is most like her, and because she can see herself in that child. A child who is unlike herself, is someone that she does not want to be around. It is vanity, and it is very sadly common.

it could be but the children tend to find other people that love them, sometimes though if they have noone to talk to and their parents are always busy it can cause bipolar disorder but it depends what kind of neglect a child has had :)

Ignoring and neglect are sort of the same thing except with neglect the person would fail to carry out the needs of that person. With ignoring you wouldn't be listening to them so that would make it neglect because if the person needed something like food and they were a little five year old that other person wouldn't be listening and wouldn't get them their food. Ignoring also doesn't pacifically describe an adult and child like neglect does. Ignoring could happen anywhere.

You did not specify the cause. The mother could be deceased ( childbirth, war accident, other type of accident- terrorism?) or the mother could have deliberately abandoned the child. there are foundling hospitals and orphan asylums for this sort of thing, and while accidental orphan incidents occur- I gave a few causes, they are decidedly rare. on the other hand sick so-called Mothers do abuse children-and neglect and abandonment certainly qualify as abuse. oddly the churchmen never figure in the (lesser evil) argument that contraception and even the big Bomb- Abortion-effectively forestall- prevent child abuse! they don"t want to hear this argument. a few decades back, Divorce was a taboo theme via the Decency leagues. times do change, but child abuse- including clergy-actuated, is on the rise.

If they have been left in the care of a person who is no longer able to care for them, call the child abuse and neglect hotline in that state. To really answer this question better, I would have to know the age of the child that the parent wont return to care for.
