For example, let us say that Fred is causing a disturbance in Harry's bar, and Harry says, get out of my bar or I will call the police and have you arrested. And Fred continues to cause trouble, and the police are called, and Fred is duly arrested. This would be seen as the proper performance of the function of the police, to preserve public order and enforce the law. If, however, Fred has borrowed money from Harry and Harry says, if you don't repay my loan today I am calling the police to have them beat you up, and if Fred fails to repay the loan and the police are called and they do beat Fred up, that would be an instance of police corruption, because the due process of law would require that debts be collected by means of a lawsuit rather than by violence, and certainly not by means of police violence.
