You should have to. Any air will be forced out as you are cranking. If this isn't working then your fuel pump isn't working properly.
Weak fuel pump? Fuel filter? Air filter? Sloppy timing chain Timing not adjusted properly Vacuum advance not working? Accelerator pump in carb not working?
Try turning it around. If it's not pumping there is a good chance that it is installed backwards. If that's not the case then check to make sure that your fuel pump is working properly.
If your fuel pump was replaced and all of the fuel was not drained out, then it will read "empty" when it still has ~1/4 tank the sender unit is part of the pump
