Toilet tissue that aren't biodegradable eventually fill up the septic tank and clog the waste treatment mechanisms. The tissue mixed with water, disintegrate into small bundle of fiber and becomes a part of sewage. Most of these fibers will become part of sludge generated at sewage treatment plant.
