Exactly that- the purchase is DELAYED. The police have 3 days to determine if the sale can proceed. If they still have not made a determination, the sale can be completed.
Be of legal age and not be legally disqualified from purchasing a firearm.
No
Unable to offer any help - you must be more specific. WHY are you being "delayed?' WHO is delaying you? WHAT is the reason they give you? etc.
In the US, when redeeming a pawned firearm, you will go through the same process as buying the firearm from a dealer (this is Federal Law). The pawnshop operator is required to conduct a background check with the law enfrocement agency that does this. The result may be approved, denied, or delayed. Delayed means just that- no approval yet. It may be due to a computer problem, or that the agency needs to check further. This sometimes happens if you have a name similar to someone that is prohibited from owning a firearm. Usually the delay will be resolved within 3 days- but the pawnshop operator cannot return the firearm until they have received an approval, or the time limit for the background check has been reached. The pawnshop owner will not know why a check was delayed, or denied- only the result.
If fired from a rifled firearm, it spins.
Depends. If you were adjudged to be mentally incompetent, it can.
It depends on your state. In NH, I can buy a gun from one of my friends if I want to with no restrictions, provided it is not a restricted firearm.
....obviously jail
Up to the court.
It varies place to place, and on who you are buying the firearm from. When buying from a dealer, you need proof of identity, age, and place of residence, and passing a background check to show you are not a criminal or mental case.
Yes. Firearms are subject to sales tax, the same as anything else.
Criminal convictions, indictments, restraining orders, mental incompetency
